The Four-Tier Weighted Similarity Framework provides a scalable, reproducible, and data-driven approach for comparing all European regions against the KNOWING demonstrator profiles based on the more than 60 indicators identified to characterise these regions.
The framework produces a similarity ranking that identifies, for each demonstrator and each Climate Impact Context, the regions whose profiles are quantitatively closest, and therefore constitute the best candidates for model re-calibration (technical transferability) or governance and policy guidance adoption (guidance-oriented transferability).
