KNOWING is a European research project that helps cities and regions better understand and respond to climate change. It studies how different climate effects—like heat waves, soil problems, and floods—connect with solutions such as adaptation and emission reduction.
The project works with experts, local governments, and communities across Europe to find optimised ways to manage climate challenges. KNOWING provides practical tools, including a decision support system, climate assessments, and training modules to help cities plan effectively. It also offers a knowledge base for reliable climate information and an interactive app to make learning about climate change easier.
KNOWING applies its methods in four Demonstrator Regions, each focusing on a specific Climate Impact Context (CIC):

KNOWING applies a system-oriented and stakeholder-driven approach to analyze climate change impacts, adaptation strategies, and mitigation pathways. By integrating climate science, socio-economic modeling, and participatory methods, the project develops tools that support evidence-based decision-making.
At its core, the Impact Interaction Model Framework combines qualitative and quantitative modeling to assess cause-effect relationships, trade-offs, and co-benefits across key sectors such as energy, mobility, land use, and agriculture. This ensures a holistic understanding of climate transformation processes.
A key pillar is stakeholder co-creation: KNOWING engages regional authorities, businesses, and citizens through workshops, surveys, and scenario testing, ensuring practical relevance. Tools like the Decision Support Service (DSS) and Climate Typology translate complex data into actionable insights.
KNOWING follows an iterative validation process, continuously refining its models and the Knowledge Base with new data and feedback. This ensures that its findings remain scalable, adaptable, and impactful for regional climate strategies beyond the project’s duration.
KNOWING brings together a diverse consortium of leading research institutions, technology providers, and municipal stakeholders across Europe.
The project is coordinated by the Austrian Institute of Technology (AIT) and includes partners such as universities (e.g., University of Naples Federico II, University of Birmingham), municipalities (City of Tallinn, Municipality of Granollers, Region of South Westphalia), climate research centers (e.g., ENEA, Geosphere Austria), and innovation-driven companies (e.g., ATOS, OVOS Media, Aquatec) .
Collaboration with municipalities and regional authorities in Demonstrator and Follower Regions ensures that KNOWING’s models and tools address real-world climate challenges. By combining academic excellence, technological expertise, and local engagement, KNOWING delivers solutions for climate resilience and sustainability.
